The Board of County Commissioners, in a public hearing on 6/28/04, formally named Montgomery-Duban Headlands Park which adds 37 acres of wilderness and 3/4 mile of rocky coastline to Sharpe Park.

Skagit County Parks and Recreation and a Steering Committee of community leaders, with the support of the San Juan Preservation Trust, worked to purchase and protect Montgomery-Duban Headlands Park, formerly known as Sares Bluff,  and make it part of adjacent Skagit County Sharpe Park. The combination of Montgomery-Duban Headlands Park and Sharpe Park would create over 110 acres of protected forest and wetland habitat and ¾ of a mile of marine shoreline. The project will benefit public recreation by approximately doubling the length of the existing mile-long trail. The project will not only protect the significant natural values of Montgomery-Duban Headlands Park; it will also buffer the Sharpe Park forest and wetland and protect the existing Sharpe Park experience. 
Montgomery-Duban Headlands Park is the largest remaining undeveloped, privately owned marine waterfront parcel on Fidalgo. It is also a vital link between the shoreline and inland parcels of Sharpe County Park. Together, Montgomery-Duban Headlands Park and Sharpe Park comprise a forest of over 110 acres and almost a mile of natural area shoreline.

From Interstate 5 at Burlington, take Exit 230 and head west on Highway 20. After 12 miles, cross the bridge to Fidalgo Island, and in a few more miles, turn left at Sharpe's Corner to follow Highway 20 south toward Whidbey Island. After driving by Pass Lake, turn right on Rosario Road, and the park is on the left in 1.7 miles.
